President Hu pins hopes on Chui’s government

The 10th anniversary of the founding of the Macau SAR was not only marked by the two-day celebration events, but also the 28-hour visit of President Hu Jintao who has promised to give Macau a pair of pandas and also pinned hopes on the third-term SAR government led by Chief Executive Fernando Chiu Sai On.

The Macau government started the big day at 8am yesterday with a flag rising ceremony at the Golden Lotus Square.

It was followed by the inauguration of the principal officials of the new SAR government at the Macau Dome, where around 1,400 officials from mainland China, Hong Kong and Macau and also public figures were invited to witness the special moment.
Mr Chui entered the venue along with the President, and stepped onto the stage shortly to swear in as the Chief Executive of the Macau SAR, which was administered by President Hu.

The ceremony marked the official end of Edmund Ho Hau Wah’s term of office who had been heading Macau over the past decade after the 1999 handover.

The key government officials and the Public Prosecutor-General afterwards took their oaths, administered by President Hu and the Third Chief Executive of Macau.
The Executive Council members also swore in on the stage.

Delivering his first speech as formally being the Macau Chief Executive, Mr Chui said for years the motherland had always been a “strong backing” to the maintenance of Macau’s prosperity and stability,, “Ten years ago, when the regional flag of Macao rose by the side of the five-star red flag, the concept of ‘one country, two systems’ started to inject new dynamics into Macao,” Mr Chui said.

“We have been unswervingly implementing the principle of ‘one country, two systems’, under which Macao people administer Macao with a high degree of autonomy and the Basic Law of Macao SAR,” he added.

According to the former social affairs and culture secretary, the third-term government would “firmly adhere” to the “people-oriented” concept of governance, and would inherit and innovate.

When looking to the future, Mr Chui said Macau should in the next five years “actively promote diversified development at an appropriate level”.
He stressed that attention would also be put on the convention and exhibition logistics industries, cultural and creative industry as well as the upgrade and transformation of the traditional industries apart from enhancing the regulation on gaming.

“We will continue to optimise the allocation of government resources on medical care facilities and education. We will carry out the construction of public housing and urban planning and try our best to improve Macao people’s lives,” Mr Chui said.
“...We will pay special attention to training and preserving of talents, optimise human resources, raise our competitiveness and make sure that the great cause of ‘one country, two systems’ will be carried on from generation to generation,” he added.

President Hu Jintao, who arrived in Macau on Saturday morning with his wife Liu Yongqing and a delegation of government officials, then gave a 16-minute speech at the end of the inauguration.

President Ho recognised Edmund Ho Hau Wah’s contribution in maintaining Macau’s prosperity and stability and also making the territory progress despite all the challenges and difficulties during the past 10 years.
Reviewing the decade of experience of Macau, he highlighted five main points which the SAR must continue to uphold.

“First, it is important to have a correct interpretation of the principle of ‘one country, two systems’ and enforce it accordingly,” the President said.
He added that the key was to safeguard Macau’s original socio-economic system and living style, but at the same time also defend national sovereignty, unity and security, and respect the socialist system being exercised in the country.

“Second, it is important to strictly adhere to the Macau Basic Law, which reigns supreme in Macau legal system.

“Third, [Macau] must concentrate on promoting development. Through the wisdom and efforts of all Macau people, we can devote more attention to all-round, coordinated and sustainable development, thus enhancing its resistance to all kinds of financial risks.”

“Fourth, [Macau] should safeguard social harmony and stability by all means. Having a good security environment, peaceful social ambience and stable development is a luck shared by the entire Macau society,” President Hu said.

Lastly, the President reiterated that it is necessary to nurture different types of talents in a bid to raise the competitiveness of Macau in a long term basis.
In the meeting after the inauguration, the President congratulated Mr Chui on assuming office as Macau’s third-term Chief Executive. He said that the central government placed extensive trust in Mr Chui and hoped he would not let people down in uniting the SAR and leading it towards a better future.

President Hu said Mr Chui should work based on the following beliefs - putting people as the first priority, uniting Macau, enhancing government efficiency and also upholding integrity.

In a separate meeting with representatives from different local sectors, including the former Chief Executive Edmund Ho Hau Wah, President Ho called for social unity and all people’s support for the new government in promoting growth and stability.
President Hu afterwards inspected the People’s Liberation Army Macau Garrison, and praised them for their important role in maintaining Macau’s prosperity and stability.

Hengqin campus construction began

President Hu, accompanied by Chief Executive Chui Sai On and State Councillor Liu Yandong, laid the foundation stone of the new campus of the University of Macau (UM) on Hengqin Island in the afternoon.

Speaking at the ceremony, Ms Liu said that building the university campus on Hengqin was a “significant strategy” of the central government in supporting Macau’s education development.

She said she believed that the UM had played a vital role in nurturing local talents and the new campus would further enhance this role by providing the institution with more space for development.

Stressing the President’s expectations on the university, Ms Liu said she hoped it would become one of the best tertiary institutions in the world, with world class facilities, faculties, talents and research.

Meanwhile, Mr Chui said the SAR government would use the project as a starting point for establishing closer co-operation with Guangdong and also regional integration in line with the “Reform of the Pearl River Delta Region Development Plan”.
Covering about 1.09 square kilometres, the Hengqin campus is about 20 times the size of the existing campus in Taipa.

After the construction is completed in three years’ time, the campus will be able to accommodate up to 10,000 students.

Since Macau is allowed to exercise jurisdiction over the campus, local residents commuting between the new facility and Macau will not be subject to immigration checks.

The President returned to Beijing after the groundbreaking ceremony at around 5pm, marking the end of his second visit in Macau since 2004.
According to director of the Chinese Liaison Office in Macau, Bai Zhijian, who summarised the Chinese delegation’s Macau trip to the media, said that President Hu wished Mr Chui could “pass on the successful experiences from the past and continue the good traditions, but have an innovative mind when facing problems and also uphold the ‘five main points’ in the future”.

Mr Bai also said the President’s visits to the Science Centre, a local family (the three generations in the family all worked in the teaching profession) and the Hengqin campus showed that he paid “high attention to education and training of talents”.

The SAR government afterwards hosted a cocktail reception to celebrate the 10th anniversary of the establishment of the Macau SAR at the Macau Tower.
In addition, Hong Kong superstar Andy Lau performed at the Macau Stadium in the afternoon, which attracted thousands of people to celebrate the anniversary day with some popular Chinese songs.

At 9pm, Macau gave its largest-scale firework display ever at seven different locations to conclude the two day long celebration activities.

今天,我們懷着喜悅的心情,在這裡隆重慶祝澳門回歸祖國十周年。十年前的今天,中葡兩國政府舉行了澳門政權交接儀式,中國政府莊嚴宣告對澳門恢復行使主權,中華人民共和國澳門特別行政區成立。澳門回歸祖國,實現了包括廣大澳門同胞在內的全國各族人民的夙願,標誌着澳門同胞從此真正成為這塊土地上的主人,澳門從此進入歷史發展新紀元。這是中華民族發展史上的一座重要里程碑。

在這裡,我代表中央政府和全國各族人民,向全體澳門市民,致以誠摯的問候!向新就任的澳門特別行政區行政長官崔世安先生和特別行政區主要官員、行政會委員,表示熱烈的祝賀!

我相信,新一屆澳門特別行政區政府一定能夠總結經驗、繼往開來,團結帶領廣大澳門市民把澳門建設得更加美好!

澳門回歸祖國十年來,在中央政府和祖國內地大力支持下,澳門特別行政區行政長官何厚鏵先生和特區政府帶領澳門各界人士團結奮鬥、務實進取,積極應對亞洲金融危機、非典疫情、國際金融危機等帶來的嚴峻挑戰,努力克服澳門發展進程中遇到的種種困難,保持澳門繁榮穩定,各項事業取得長足進步,使澳門這座歷史悠久的商埠名城煥發出前所未有的生機活力。“一國兩制”在澳門的成功實踐,為澳門發展譜寫出新的輝煌篇章,為國家發展增添了奪目光彩!

澳門回歸祖國以來的十年,是“一國兩制”在澳門成功實踐的十年,是澳門基本法順利實施的十年,也是澳門各界人士積極探索符合澳門實際的發展道路、不斷取得進步的十年。回顧澳門回歸祖國十年來的不平凡歷程,可以得出以下重要啟示。

第一,必須全面準確理解和貫徹“一國兩制”方針。“一國兩制”是一個完整的概念,“一國”和“兩制”緊密相連。要全面準確理解和貫徹“一國兩制”方針,關鍵是要把愛國和愛澳有機統一起來。既要維護澳門原有的社會經濟制度、生活方式,又要維護國家主權、統一、安全,尊重國家主體實行的社會主義制度;既要維護澳門特別行政區依法享有的高度自治權,充分保障澳門同胞當家作主的主人翁地位,又要尊重中央政府依法享有的權力,堅決反對任何外部勢力干預澳門事務。今年年初,澳門基本法第二十三條立法順利完成,充分體現了澳門特別行政區政府、立法會和澳門各界人士對維護國家安全和利益的高度責任感,也為澳門長治久安提供了堅實保障。只要澳門同胞繼續發揚光榮傳統,在愛國愛澳旗幟下實現最廣泛的團結,就一定能夠構築起澳門長期繁榮穩定的牢固政治基礎。

第二,必須嚴格依照澳門基本法辦事。澳門基本法在澳門特別行政區法律體系中具有最高地位。依法治澳,就是要按照澳門基本法辦事,堅決維護澳門基本法的權威。澳門回歸祖國以來,特別行政區政府和各社會團體堅持不懈宣傳推廣澳門基本法,自覺以澳門基本法規範行政、立法、司法行為和處理政制發展等重大問題。這是澳門特別行政區十年來所取得的一項重要成就。要在這一基礎上進一步健全澳門特別行政區各項法律法規,加強制度建設,特別是要按照以人為本、勤政、廉潔、高效的要求,完善政府行政規章制度,促進澳門特別行政區政府管治水準不斷提高。

第三,必須集中精力推動發展。發展是硬道理。澳門特別行政區政府和社會各界人士在過去十年中始終牢牢把握發展這個主題,避免政治紛爭和社會內耗,形成了經濟快速增長、民生明顯改善的良好局面。在今後的發展中,要更加注重集民智、聚民心、匯民力,更加注重發展的全面性、協調性、可持續性,切實提高澳門抵禦各種經濟金融風險能力。當前,特別要充分利用中央政府已經採取的一系列支持澳門發展的政策措施以及國家頒佈實施《珠江三角洲地區改革發展規劃綱要》、《橫琴總體發展規劃》的有利機遇,加強同內地特別是廣東省的合作。要繼續加強和完善對博彩業的管理,努力推動澳門經濟適度多元發展。要統籌規劃,加大教育、科技、文化、衛生、體育等社會事業投入,使發展成果惠及廣大澳門市民,致力於提高市民生活綜合素質,促進澳門經濟社會全面協調可持續發展。

第四,必須堅持維護社會和諧穩定。澳門是一個多元化社會。各階層各界別雖然利益多元、訴求多樣,但根本利益是一致的。良好的治安環境、融洽的社會氛圍、穩定的發展局面是澳門全社會的共同福祉。包容共濟是促進澳門社會和諧穩定的良方益策。澳門同胞向來講團結、重協商,只要大家在維護澳門長期繁榮穩定的大目標下相互尊重、求同存異、加強溝通、顧全大局,就一定能夠找到解決矛盾和問題的辦法,為澳門各項事業發展營造良好社會氛圍。

第五,必須着力培養各類人才。人才是各項事業發展之本。不斷提升澳門競爭力,最關鍵的支撑因素是人才。要着眼長遠,增強緊迫感,大力發展教育、科技、文化事業,培養造就一大批澳門社會發展需要的政治人才、經濟人才、專業技術人才以及其他各方面人才。要高度重視和加強愛國愛澳優秀年輕人才培養,使澳門同胞素有的愛國愛澳傳統薪火相傳、發揚光大,使“一國兩制”事業後繼有人。

同胞們、朋友們!

“一國兩制”事業是香港特別行政區、澳門特別行政區和祖國內地共同發展繁榮的事業,也是中華民族偉大復興事業的重要組成部分。在已經取得成功經驗的基礎上,把這一偉大事業繼續推向前進,需要中央政府和香港特別行政區政府、澳門特別行政區政府以及社會各界人士共同努力。在這裡,我鄭重重申,中央政府將繼續堅定不移貫徹“一國兩制”、“港人治港”、“澳人治澳”、高度自治的方針,嚴格按照香港基本法、澳門基本法辦事,全力支持香港特別行政區、澳門特別行政區行政長官和特區政府依法施政。中央政府對香港、澳門採取的任何方針政策措施,都會始終堅持有利於保持香港、澳門長期繁榮穩定,有利於增進香港、澳門全體市民福祉,有利於推動香港、澳門和國家共同發展的原則。偉大的祖國始終是香港、澳門繁榮穩定的堅強後盾。

同胞們、朋友們!

新中國成立六十年來,經過包括澳門同胞在內的全國各族人民共同奮鬥,國家建設取得了舉世矚目的偉大成就,綜合國力大幅增強,人民生活顯著改善,國際地位和影響空前提高。國際金融危機發生以來,我國各族人民堅定信心、團結奮鬥、共克時艱,取得了應對國際金融危機衝擊、保持經濟平穩較快發展的顯著成績。當前,全國各族人民正沿着中國特色社會主義道路,繼續解放思想,堅持改革開放,推動科學發展,促進社會和諧,繼續為建設惠及十幾億人口的更高水準的小康社會而奮鬥,繼續朝着建設富強民主文明和諧的社會主義現代化國家、實現中華民族偉大復興的宏偉目標奮勇前進。

澳門同胞既是澳門特別行政區的主人,也是國家的主人。澳門特別行政區成立以來,不僅從祖國內地快速發展中獲得了源源不竭的發展動力和越來越多的發展機遇,在國際上分享着偉大祖國的尊嚴和榮耀,也為國家發展作出了重要貢獻。對澳門同胞長期以來為國家改革開放和社會主義現代化建設、為祖國和平統一大業作出的重要貢獻,全國各族人民不會忘記。

展望未來,我們堅信,澳門的明天與偉大祖國一樣,一定會更加美好!澳門同胞的未來生活與全國各族人民一樣,一定會更加幸福!
