【明報專訊】由於泰國局勢緊張，特區政府把曼谷的外遊警示級別提升至紅色，呼籲港人如非必要應避免前往當地。The government has issued a red travel alert for Bangkok. The public are advised to avoid non-essential travel. 這裏的the public即公眾，社會大眾的整體；public的這個用法必須在前面有冠詞the，且不能加上眾數後綴s，因為對於任何一個社會，「公眾」是獨一無二的，正如the world以至the universe一樣。（眾數式publics是有的，但另有解法，不是指社會大眾。）

那麼，跟在the public後面的動詞，是否應取單數式呢？在大多數情况下確實是的。例如：「The public is confused about climate change.」、「The government should know what the public is angry about.」、「The public is advised to maintain a balanced diet. 」在這些句子裏，the public指的都是社會公眾的整體，隨後的動詞所表述的，都是公眾整體的行為或狀態。

但是，「公眾」是由很多個人組成。有時the public後面的動詞所表述的行為或狀態，不是整體性的，而是對各個「公眾人士」而言的。在前面第一段的例子裏可以說「The public are advised...」，因為外遊不是社會的整體行為，外遊警示是對每一個人發出的。又例如申訴專員公署的一段介紹文字說：「The public are entitled to bring their grievances to the Ombudsman for redress. 」向專員申訴的，當是個別公眾人士，而不是公眾整體。

下面這句子（出自某團體向立法會提交的文件），批評某項公共政策剝奪了公眾應有的選擇權：「The public is deprived of the choice that they are entitled to.」後面的they指的就是前面的the public；「前單後眾」，讀起來有點彆扭，但在後半句似乎又不能不用they來代表the public。一個可能較自然的說法，是「Members of the public are deprived of the choice that they are entitled to. 」。用members of the public表示（所有）公眾人士，當然就是眾數了。一個活動歡迎公眾參加，與其說The public is （或are）welcome，不如說Members of the public are welcome。
