Bus Fares in Mainland China

Taking long distance buses in China, it is the practice that the passenger should get a ticket as a proof and for the checking purpose.

Even though inside the van/bus, there are notices mentioned that passengers should pay fares and get the ticket.

However, I got in one van on my way back during a trip, and the lady collected my fares without giving me the ticket. I reminded her and she said she noted.

Later on, more people came in, they paid but they also did not get any ticket.

It seems that it is natural practice, the people even didn't ask.

This may be the Chinese Way.

I was thinking whether someone from the Government/company side come up to check the ticket.

I have a lot of questions after experiencing this situation.

Someone is definitely doing something illegally.

What is the cost to prevent this? May be it is not justified? Since every minute, there are so many passengers in every route, and the behaviour is so random and cannot be forecasted.

This is the reality. For every behaviour, there is a cost.

For every administrative procedure, there is also a cost, we have to weight which one is less expensive.

Nonetheless, how could the Government guarantee that all the firms pay the correct/appropriate tax?

How could the company guarantee that the on-duty staff are doing things correctly all the time?

How could the Government prevent the smart business people escape form the legal tax?
